The story

Full story — spoilers ahead.

Gotham has started to believe it might be winning. Batman has been at work long enough that the mob is scared to move money in the open. Lieutenant Gordon finally has a partner who can go where uniforms cannot. Harvey Dent has just become district attorney, and for a moment the city has a plan that is almost legal: lock up the gangs, keep the man in the mask in the shadows, and let Dent be the public face of hope.

Bruce Wayne wants that plan to work. He is tired of being the only answer. Rachel Dawes, the woman he still loves, is working with Dent. If Gotham can stand up in daylight, Bruce might get to become a person again.

Then the Joker walks into a mob bank in clown makeup and steals the city’s underworld in a single morning. He is not trying to run Gotham. He wants to prove that anyone — a mob boss, a cop, a hero, a ferry full of strangers — will break if you push the right button. He starts with money and fear. Then he moves to people Batman cannot punch.

The mob hires him because they are desperate. They regret it immediately. The Joker murders their bagmen, burns a mountain of their cash, and turns their war into a spectacle. He tells them he will kill Batman, then changes the terms. He does not want Batman dead at first. He wants Batman to choose.

Batman, Gordon, and Dent try to stay ahead of him. They raid hideouts. They use the mob’s own accountants. They grab Lau, the money man who thought he was untouchable overseas, and drag him back so Dent can put half the city’s criminals in one building. Every win makes the Joker change the game. He puts people on live television and tells Gotham to tear itself apart. He kidnaps Rachel and Harvey on the same night and makes Batman pick which one to save.

Batman goes after Rachel. Gordon goes after Harvey. The addresses were switched. Rachel dies. Harvey lives, burned and broken. That is the Joker’s real trick. He does not need to kill the city’s hope. He only needs to ruin the man who was carrying it.

Harvey becomes Two-Face. He decides the only honest thing left is a coin. He hunts the people he blames, including Gordon’s family. Batman stops him, but not in a way the city can celebrate. The Joker is in custody and still laughing, because the experiment worked well enough.

The last movement is a choice about the story Gotham will be told. If people learn what Harvey became, the Joker wins in public. Batman takes the murders on himself. Gordon destroys the Bat-Signal. The city is allowed to hate the man in the mask and keep believing in the district attorney.

The film keeps asking the same question in different rooms. How much of yourself do you give away to keep a city calm? Batman answers it by becoming the villain people can live with. Whether that is noble or a lie is the argument the movie wants you to have when the lights come up.
